Welcome to the Papua New Guinea Institute of Banking and Business Management Inc.

The Papua New Guinea Institute of Banking and Business Management incorporates The ToRobert Business Training Centre, The PNG Management College and The Microfinance Competence Centre.The Institute celebrated its fortieth anniversary in 2005.

Introduction

It is the longest established private sector training organisation in PNG and is recognised as the Nation’s most prestigious provider of pragmatic, cost-effective training in administrative, finance, banking, commerce, supervisory and management skills. 

History

Commencing as Bankers’ College in 1965, to provide structured training programs for PNG banking professionals, the Institute became an incorporated body under the Associations Incorporation Act in 1974. In 1998, to encompass the broad range of training and development courses introduced to enhance professional knowledge and skills in all aspects of administration, business and management, it adopted its present constitution and name.

The Institute acquired its existing premises in 1981 and two years ago, the name Bankers’ College was officially changed to the ToRobert Business Training Centre. Through the PNG-ADB Microfinance Project it is developing The Microfinance Competence Centre and with greater emphasis now being placed upon the need for management training, the PNG Management College is being created as part of the physical development of the campus.

Legal Structure

As an Incorporated Association, the Institute is owned by its Members. It operates on a strictly commercial basis earning revenue from organisations that choose to use its services. Surplus of income over expenditure is reinvested to further develop courses, facilities and services.

Vision
The Institute’s ‘Vision’ is ‘to be a centre of excellence in commerce, banking, finance and business management, providing internationally recognised courses and programs of professional development for Papua New Guinea and Countries of the Asia/Pacific region.’

Mission
The Institute’s ‘Mission’ is ‘to enhance professional expertise in commerce, banking, finance and business management through the provision of training and education that meet national needs and international standards.’

Accreditation
The ToRobert Centre is registered as a ‘Permitted School’, under the Education Act, and the Institute is listed in 9B of the Income Tax Regulations as a place of tertiary education. All Institute courses therefore count towards exemption of clients’ Training Levy and fees for courses conducted at ToRobert Centre are exempt of VAT.

In 2001 the Institute became the first ‘Private Training Provider’ to receive full accreditation by the National Training Council and it proudly displays NTC Certificate 001.  All Institute training staff are accredited by the NTC, two as Master Trainers.

In 1997, Massey University (New Zealand) assessed the Associate Diploma in Banking (with Distinction) as meeting its prerequisite qualification for entry to the Postgraduate Diploma in Banking and MBA. 

Public Sector Training
The Institute has provided training for staff of many Government Departments and Provincial Administrations and has developed specific training programs for numerous donor funded Projects.
The Diploma in Management has been designed in conjunction with the PNG Institute of Public Administration to provide core subjects relevant to both the Public and Private Sectors.
International Activity

International Assignment
The Institute was contracted by the European Union Centre for Development Banks of the Pacific Region.  In 2003 and 2004 courses were conducted in Fiji, Tuvalu, Tonga, Cook Islands, Samoa, Federated States of Micronesia and Kiribati.

The Microfinance Competence Centre
Under the PNG-ADB Microfinance and Employment project, the Institute is the Implementing Agency for the Microfinance Competence Centre and the Wau Microbank.
